How often do you hear this these days?? Even some of our bosses at work are doing it now. So, let me be clear - STOP IT!!
Why do they feel the need to ask permission to be explicit when clarity in their statements is often rather lacking? Just be clear in the first place!

I've just seen Milliband or other use the phrase twice in a single sentance on the news...

Going forward is horrid. It's all over rugby at the moment. "We need a manager that will develop the team going forward" "It's about getting the right blend of players going forward". A shite, superfluous phrase. Probably a load of management consultants comment on the BBC boards.
I'm guessing "Let me be clear" is a way of saying "You can quote me, but I'm going to make sure that you don't mis-quote me, you tosser" and that we will see more of it, together with other generic phrases, as a part of an holistic politician/press interaction going forward.
