I found it very humid and very smoggy, the traffic is a total nightmare and the streets can be dangerous if you are running alone. Life is cheap and violence is never far away.
Personally, and this is just me, I would use the hotel gym facilities if that's where you are staying.
The hotel has a gym but my past experience of hotel gyms isn't that good. (Not to mention all the hotels with 'olympic sized' swimming pools that turn out to be 10m long.) And I get really bored on treadmills. Still the gym may be the best option.

I've been to Manila a few times and my initial thoughts were also to recommend the hotel gym and stay as far away as possible from the roads!
