Why do you get shin splints after a long rest?

If you rest for say like 2-3 years and start running again, is the main reason that you get shin splints that the muscles in the shin is too weak or is it because it is not stretched enough or that muscle is too hard? If you keep on running then the shinmuscles will become stronger even if you feel pain?

    Have you tried barefoot running? I used to get shin splints (shin pain) all of the time until I started running on a treadmill barefoot (well, with socks). I don't know if it was because my trainers were making me heal strike, or if it is because we are designed to run barefoot, but it sorted the problem out almost straight away.
