Have you tried going to either Pennington Flash or Preston parkrun (depending which end of Wigan you are) on a Saturday morning? I've been to both and there are local people there will tell you about local official and unofficial running groups. It's also useful to chat to people who do a similar pace to you as they are the best running buddies (says me who hates running with a buddy)
