Is it possible to be Mumbai half marathon under 2.30 when I took 3 hrs last yr

I did Mumbai half Marathon in 3 hrs last year.I been running since August for Jan 20th Mumbai half Marathon but seem to be improving by 30 sec a km only.Is it possible to improve by 1-2 min a km by training.My best timing for a km is always more than 6min a km.
