Got a 2nd hand Garmin 305 from ebay for £85, which I have been delighted with. That would pretty much leave you with enough for a pair of running shoes as well!
I got a Timex Run Trainer GPS from Amazon.com for 155 dollars delivered to Sweden just before Christmas. I think that equalizes something like 100 pound? Anyway, it has all the functions you need and has has stood the test of Swedish winter running, in temperatures down to -17, without problems.

Anything from Garmin in that price range. The Soleus stuff might be cheaper, but it's nowhere near as good.
I have a 405cx, which I think is great but others don't like the bezel function. You need to decide what you want it to do.

Garmin 110s are about £99
I have a Garmin 405, which does everything I need. No problems with the bezel, except in the rain (and you can lock it to prevent this).
You can get these, with HRM, for well under £150.
