Unless it's properly sub-zero, you don't need to be wearing anything too insulating when you're running- but stopping your torso from getting a chill is really important. As the temperature drops, try adding lightweight gloves and a suitable hat.
I bought one of these as a cheapie option for an overnight race that required a hi vis vest. I've ended up getting a lot of wear out of it. Works well over a base layer, and they have men's and women's versions.
Mmm, I have the Ronhill high vis tabard/vest thingy, but it's tiny, more like a crop top on me, I really wish they made different sizes.. Plus, the mesh makes it rather translucent, so over a red top, it just sort of blends in.. The middle bit where the mesh isn't is still good and bright, though, with nice retro-reflective strips.
I have a hi via tabard from trespass I think, but it is just the same as the ro hill one and I agree with Katte, the makeshift is virtually invisible at night and just blends in to the top you wear under it. The upside is that it is very breathable and does not make you feel like a boil in the bag dish.
On another note, I just bought a Nike 'light-speed' wind resistant jacket from their nearby outlet for 13 pounds 50 p. It is not fluoro but it is very well marked up with reflective bits and will be great for very cold and dark runs where I won't be sweaty.
I always find windproof jackets too noisy especially if they are made out of a lightweight material - a whoosing noise that is really irritating. What i usually do is wear two luminous thermal tops - http://goo.gl/sUAVuL

Cant remember where I got it from now- but it was less than a fiver and its incredibly visible - both the fluo and the large reflective stripes.
If you search around online I'm sure you'll find it.
