Decent ear plugs

Having trouble with water getting in my ears every time I swim. Have tried waterproof speedo ear plugs but they're too big and I can't get them in my small ears. Have the same problem with the foam type ear plugs. Anyone any suggestions for decent ear plugs? Anyone tried the wax/silicone ones?
