Our council say that all 'junk mail' can be recycled which I presume to include all the nasty bits of polythene and plastic. I still separate plastic windows from food packaging etc before binning it.
If you've got a compost bin (and if not why not??) you can tear all your plastic window things out, pile them on top of each other then put them all into one envelope. Once it decomposes, you'll be left with a stack of black stuff which was your windows and can now be put (tidily) in the chuck away rubbish.

sorry meldy, ours all goes in the paper recycling. Even the labels from glass bottles!
Plastic 'windows' go in the plastics bin. The bin men collect paper, glass, and kitchen waste/compost on one Tuesday, the following week the real non-cyclable rubbish, and the plastics.
If you put the wrong stuff in one collection, you get it back still full up with a label stuck on telling you what shouldn't be in there!
Ours gets shredded and put into recycling in winter and compost bin in summer (right next to my envelope stuffed with more envelopes with plastic windows in)
