Quickest half

Any ideas as to which the quickest half marathons are in the North of England (80 mile radius of Manchester)?

Obviously it would have to be fairly flat and not at a time where it would be too hot.

I did Liverpool last month which was good but are there any more for a pb chaser?

Liverpool is good as is Chester but that can be hot. Freckleton is fast but that's summer too so that can be hot.

Not sure if it's still done, but I did Selby in about 2006 and it's very flat so should be a good one to get a PB
