Depending on what you're actually doing there are two bits of legislation you could be breaking:
Sexual Offences Act 2003 - Exposure
A person commits an offence if -
(a) he intentionally exposes his genitals, and
(b) he intends that someone will see them and be caused alarm or distress.
Public Order Act 1986 - Harassment, alarm or distress
Harassment, alarm or distress.
(1) A person is guilty of an offence if he -
(a) uses threatening, abusive or insulting words or behaviour, or disorderly behaviour
My understanding is that "disorderly behaviour" could potentially include any behaviour that upsets other people.

To everyone else, I'm not here to talk about the size of my todger I was simply asking advice and it is true what has happened. I even have the Police badge numbers and will be speaking to a solicitor.
I just wanted to know what other people think of the "complaint" as I know most runners wear what I wear.
I can imagine it happening if the same person(s) complain enough. I used to run in Virginia Water/Wentworth in Surrey and I was told several times that runners were asked to 'cover' up more and 'respect' the area by the local police after complaints from the local neighbourhood. You saw some local residents in the car park noting down which runner went to which car.
The stupid thing about that complaint was that all of the women I saw were wearing racing crop tops and shorts and the men were occasionally shirtless if it was hot. No tackle on show, nothing 'offensive' but they werent covered up enough.

This just about sums up, what is wrong with the way police are used.
We receive a few calls from a concerned person, we take no action they complain, so we have to spend time finding out who this could be.
If you running with cloths on and nothing is hanging out there is no criminal offence and the police will do nothing.
I don't recall ever hearing about a call to the police that some woman's tits are flapping up and down......... :-/
Wear a longer vest/shirt
I remember being sat on a bus once and an older gentleman got on wearing a pair of baggy shorts. As there were no seats left he had to stand up. Unfortunately I happened to glance up and realised his balls were hanging out of the side of the leg
I think you can argue that you are suitably attired and don't see how you could be charged under any of the above.
If they arrest you then they'll have to arrest every sprinter at the Olympics too. Time to stand up and be counted!
