How do I start a running club?

Hello,
I'm a fitness instructor who's currently on maternity leave, but going back to work in June. I've done a course with women's running network, and I have done a running club in work before, but my question is, How do I start an official running club, so that if we enter races we get an affliated discounted rate? I'm going to start a running club in work again (I'm the only runner!), and thought it would be great if non-members of the gym (It's a corporate site), could join in too.
