Cycling HR training - should I use the same zones?

When cycling, are the HR zones the same as for running? Is aerobic still sub-70% (for those of us who can't afford expensive lab testing)? Is HRmax the same as for running, or should I do a maximal test on a cyclemachine to get an HRmax(cycle)??

I have found that I had to lower my cycling HR by about 5bpm, if I remember right. Hope that's helpful.
