Power of 10 rankings - international races

Hi

I have just come across Power of 10 and have a question regarding why ARC races are not permitted for entry.  Although I am aware of the ARC disclusion via various discussion groups, why then are international events (e.g. Paris 20k, Berlin Marathon, Reykjavik 10k) included, which UKA have had nothing to do with?
