I would not have thought speed would have mattered as you still need to recover from even aerobic work, but the harder you are working then the greater stress you are having to recover from, so as an indicator of fitness recovering quickly from a hard thingy would be more indicative of recovering well after a relatively easy thingy.
Lol Sorry What i meant was fitness is defined by how fast you recover from exercise..i.e your heartrate. A training heart rate is measured as 213 - .8 x your age - your resting heartrate. So if you maintain that for 20 mins, surely speed doesn't matter?
if you want to maintain that heart rate for 20 minutes then no it doesn't matter what speed you do it at just that you maintain that heart rate although i can't see why you would do that except for research

surely it depends on what you do
if i was a boxer i would need to be able to work flat out and then recover quickly to do it again
if i was a long distance skier or runner this quick recovery from max effort would not be required
