To claim Council Tax exemption I have to take a bit of paper from Uni & post it to the council. To get tuition fees paid I have to find parent's tax return, fill in a paper form, & post to another local council. To prove I'm a local resident I have to show a utility bill.
Sorry - delayed posts. It would indeed be possible to link them - but how? Postcode? How does that work if you move around a lot? Name? How many David Jones live in Aberywstyth? Don't think you could make it that tight for a few years & in the meantime there'd be a lot of holes in the system & cases of mistaken identity. Which could have fairly dire consequences.
Think most Government IT projects have failed due to budget !
Most times they actually fail due to departmental "in fighting", and an inability to write a coherent specification. Eventually the Governemnt will see the error of this an contract the whole thing out, there by getting a system ( that wasn't quite what they wanted !) and making dear old Bill even richer !
