Try this thread (Ravelry) which I think has lots of links to design elements, maybe your friend could put them together to make her sweater. Have to admit, I didn't watch the series, so haven't followed the discussion about it.
I know I am late to the party but I have just found my way to Ravelry via Crafty Tardis. What an amazing site! I can't believe the creativity of the people on there. So many Whovian projects but guess who can't knit
I would absolutely love a Dr Who jumper I have seen on there, but that's asking far too much. I am trying to find someone who would be happy to knit a pair of tardis socks .
I have seen a dalek beanie which I may try to knit but it's mixing colours in the same row and I have never ever done that
I can only knit if someone casts on and off for me. Scarves are, therefore, my knitting speciality. I knitted for myself a great long multi coloured affair in a Tom Baker doctor stylee. I was terribly proud of it, however I now realise I looked a complete dork in it.

Question: I am going to make this for my nieces for Chrimbo, one in a light grey and one in a charcoaly grey. One niece has sensitive skin and won't wear anything 'scratchy'. Can anyone recommend a nice, soft worsted weight/bulky yarn that will look good but won't cost the earth? I usually get King Cole wools from my local cheapo wool shop...their Aran wool-blends are lovely, but too itchy to wear next to the skin.
You could always use the bamboo doubled for the cowl, merino is deliciously soft though. Debbie Bliss does some baby camel blend which I knitted on quite big needles, can't remember the name now though.
If they're the kind of nieces who look after stuff, Manos del Uruguay have some beautiful yarn.. I got some silk blend a year or so back for a scarf for me, but it can work out a bit pricy.
mmmmm...think I've decided on Rowan Cocoon...Peter Jones sell it, they have a nice selection of greys, and it's not too far from where I work, so i shall go along next week and have a snuggle
How about chunky hand warmers, Beebs? I've just worked out a pattern on 6.5mm needles...single twist cable on the front, st st on the palm. I'm making them to sell so not posting the pattern on ravelry but am happy to send it to you if youre interested
I like the pouch too...might be a good "make" for my hand made christmas hampers this year. Felting';s good fun, I just put the unfinished item in the washing machine with an old towel for extra friction. I blocked a bigger bag with my souffle dish so it would dry the right shape.

lol to not felting deliberately, I'm the same, although J's gorgeous red cashmere sweater was never the same after the inadvertent hot wash
I've decided to cast on this afternoon I might go a bit bigger so it could carry a small project, rather than just bits.
